It might provide them the motivation to risk everything and attempt defection in the hope of leading a new life. Thousands of courageous have done so successfully, but most fail -- and punishment is quite severe.

In other words, when you're living in a totalitarian dictatorship, constantly in terror at any moment without warning, your "options" are severely limited or non-existent. You'll be lucky ever to see a copy of Atlas Shrugged and to survive being seen looking at it.
